The Middle East Broadcasting Networks, Inc. (MBN) is seeking a Manager, Technical Operations Center for our Broadcast Operations Team at our Headquarters office in Springfield, VA. MBN is a non-profit grantee of the federal government that directly communicates with the people of the Middle East and North Africa through television, radio, and digital media. MBN's mission is to provide objective, accurate, and relevant news and information to the people of the Middle East about the region, the world, and the United States in support of U.S. public diplomacy.
The Manager is responsible for managing daily operations of inbound and outbound transmission for use on MBN networks.
The primary duties and responsibilities of the Manager, Technical Operations Center include, but are not limited to:
-Managing and supervising all inbound and outbound transmission to include master control, ingest, transmission logistics, and other operations as assigned.
-Ensuring signal distribution meets technical specifications and operations consistently comply with established policies, procedures, and standards.
-Troubleshooting routing and transmission paths and equipment issues internally as well as with outside vendors, altering work flow when necessary for problem resolution.
-Communicating effectively and professionally; convey production details while adhering to overall production and department standards.
-Collaborating with Operations Managers on setup and documentation for all live, special, and breaking news events requiring ad hoc feeds.
-Alerting senior management timely on existing or emerging technical, resource, or staff issues and provide recommendations for resolution as appropriate.
-Managing and developing staff including; scheduling, training, communications, and performance evaluation.
-Directly supporting transmission team personnel by filling-in if required.
-Effectively resolving and escalating technical, logistical and communication issues across projects as appropriate.
-Reinforcing MBN brand guidelines, assets specifications and creative feedback to all team members as needed.
Experience / Skills
Candidates are required to have:
-Four-year degree in television or related field preferred; or equivalent education, experience and/or training may substitute – including TOC or Master Control experience.
-A minimum of 7 years television production experience and 3 years previous supervisory experience in a media and/or broadcast facility.
-Thorough understanding of all equipment related to transmissions (i.e. IRDs, agile satellite dishes, fiber, etc.) and booking fiber/satellite feeds (circuits, satellite arcs, transponders, etc.)
-In-depth knowledge of playback equipment (tape and tapeless environments), current and legacy video standards, patch bays and routing devices.
-Knowledge of linear network and/or Master Control workflow preferred.
-A strong sense of urgency when addressing customer requests.
-Proven self-starter demonstrating leadership qualities with the ability to effectively lead a team.
-Effective problem analysis and resolution skills.
-Clear and effective verbal and written communication skills.
-Strong attention to detail.
-Solid organizational skills and ability to handle several projects simultaneously.
-Ability to work independently or with a team and excellent people skills.
-Arabic language skills and cultural knowledge is desirable.
-Must be available and prepared to work any schedule during the normal phase of a 24/7/365 news environment to include holidays.
